
Agency for the Management of the Education System (AGSE)
The Agency for the Management of the Education System, IP (AGSE, IP), created by Decree-Law No. 99/2025, of August 28, is an indirect state administration body, endowed with administrative, financial and patrimonial autonomy, to, within the scope of the attributions of the Ministry of Education, Science and Innovation (MECI), to manage the education system, in its different dimensions and aspects.
The entity results from the Public Administration Reform and incorporates, in whole or in part, the responsibilities of the General Secretariat for Education and Science (SGEC), from the Directorate-General for School Administration (DGAE), from the Directorate-General for School Establishments (DGEstE) and the Institute for Financial Management of Education (IGeFE), IP.
Mission
A AGSE,IP, has the mission of managing the education system, executing and administering the technological, digital and operational infrastructures that support the bodies, services and organizations of the Ministry of Education, Science and Innovation (MECI).
Responsibilities
- To develop, implement and maintain the Integrated Education Information System;
- To coordinate the planning and rationalization of preschool, primary, and secondary education establishments under the authority of MECI, as well as ensuring their management and operation, and that of all educational and training programs;
- To ensure the management of human resources in preschool, primary and secondary education establishments;
- To provide technical and specialized support to the government official responsible for education and to the services and bodies in the field of education, within the framework of specific legal regimes;
- To manage, operate and maintain the Science, Technology and Society Network and the Extended Education Network;
- To support national educational structures located abroad.

Main objectives
To fulfill its mission, the AGSE, IP has defined a set of strategic objectives that guide its daily actions and reinforce support for the functioning of educational communities.
A AGSE, IP aims to promote simpler and more coherent management, placing the student at the center of the education system and valuing the role of teachers and non-teaching staff. It intends to strengthen the autonomy of school clusters and non-clustered schools, in coordination with the municipalities.
It seeks to ensure more coordinated and efficient processes across all levels of administration, guaranteeing a more agile, transparent, and community-centered public education service.
Creating a single channel strengthens the link between students/guardians, teachers/non-teaching staff, school clusters/non-clustered schools, and central, regional, and local administration, facilitating access to services and information within an integrated digital ecosystem.
A AGSE, IP seeks to ensure a more rational and balanced management of human, financial, patrimonial and technological resources, avoiding duplication and promoting better use of public resources.
It focuses on digitizing processes and using technologies that improve the service provided, while simultaneously enhancing the development of digital skills among students and professionals.
It aims to contribute to the definition of strategic priorities within education policies throughout the country.
