Context
The Agency for the Management of the Education System, IP (AGSE, IP) is promoting an internal mobility procedure to fill 3 (three) job positions in the career and category of Senior Technician, to be assigned to the Department of Special Regimes, under the terms of article 12 of Ordinance No. 296-A/2025/1, of September 5.
Job Description
The duties to be performed fall within the scope of specialized technical and legal support in the area of labor regulations in education, specifically:

To provide technical and specialized support to the relevant government member, as well as to the bodies, services and organizations within the scope of specific legal regimes, ensuring a comprehensive view of sectoral activity, and to contribute to establishing the interpretation of legal regimes for public employment and labor relations within the scope of the Ministry of Economy, Science, Technology and Innovation (MECI), particularly those specific to its area of operation;

To develop studies, information and guidelines regarding specific labor regimes in the field of education, namely the career statute for early childhood educators and primary and secondary school teachers, as well as to evaluate the development of their applications, identifying needs for corrective intervention;

To develop information and guidance regarding the legal and labor situation of teaching and technical staff in school clusters and non-clustered schools;
d) To formulate guidelines regarding the working conditions of teaching and technical staff in school clusters and non-clustered schools; -
To design the professional and functional performance profiles of teaching and technical staff, the educational requirements and professional qualifications;

To recognize the teaching service time provided in the Member States of the European Union and in the Member States of the Agreement on the European Economic Area, as well as the service time provided on a voluntary basis, by teachers/trainers recruited by non-governmental organizations or other private entities of public utility supported by the Portuguese State;

To ensure the certification of service time rendered in private and cooperative educational establishments, private vocational schools, and private social solidarity institutions;

To issue opinions, in conjunction with the guidelines issued by the Directorate-General for Public Administration and Employment, specifically regarding agreements for secondment in the public interest, inter-career mobility, sabbatical leave and equivalence to scholarship holders, worker-student status, leave of absence for trade union activity, half-day work, continuous work day, part-time work for teaching staff, and continuity of teaching duties beyond the age limit;

To provide technical support for the implementation of the model and its respective framework for evaluating teacher performance;

To carry out other activities assigned to him/her by superior order.

Admission Requirements
Eligible candidates include employees with permanent public employment contracts, holding qualifications suitable for the Senior Technician career, and meeting the legal requirements for internal mobility, in accordance with the General Law on Public Service Employment.
